A. Definition of Human Resource Management
Human Resource
Management (HRM) is planning, procurement, development, maintenance, and use of
human resources to achieve goals both individually and organisasi. HRM is part of organizational management that
focuses on the elements of HR. The scope of the HRM itself includes:
1.
Procurement
of human resources, is the activity to prepare recall program selection and job
placement.
2.
Human
resource development is training, rotation of office, delegate tasks,
promotion, transfer, counseling, assignment of membership in a conference
committee.
3.
Utilization
of human resources, which is a process-led activities that to do an employer
who gave quite an accomplishment, and not an employer that is not useful.
HRM in the
context of education can be grouped into human resources educators and
administrative personnel as well as students. The operational function of HRM
includes HR planning, recruitment and selection of education personnel; HR
development, salary / wages and welfare of education personnel; Workplace
health and safety; and forms of labor relations. HRM in education is
important because human resources in Islamic education plays a strategic role
in shaping the character of the nation, especially through the development of
personality and values deemed to wish.
Education of HRM is the most appropriate business to improve the quality of
Islamic education.
B. Recruitment and Selection of Human Resources
Recruitment process starts from the search process. After seeking
as much as the amount needed then held selection. There is two types of search
process that searches from within and from outside the search, with the
following explanation:
1. Looking
from the inside, Looking from the means or manner utilizing resources already
available within an organization.
2. Looking
from the outside, means looking for prospective employees of outside resources.
The way of them start to advertise vacancies (Developing ads, set a target
audience, designing the content of the ad the size of the advertising, media
selection, types open or disguised advertising),
After
the search process is the next stage of selection. In general, the methods used
in selection are: Screening of application,Test the application forms, Test the
ability and knowledge and Interview.
After
the selection of the company must conduct a health checking, and then
referention Checking. And when the entire recruitment and selection process is
completed, the officer who made the whole process of acquisition must make a
report to be submitted to the head of the unit that requires people and to his
superiors.
C. Human Resource Development and Career
Career closely
related to a term that is used to show the people in each role and purpose.
Career development include:
1. Enrichment, development through the provision of duty in
particular, this is a common form of career development.
2. Laternal, towards the development of a job the other
side may be better suited to his skills and provide a broader experience, new
challenges, as well as giving greater confidence and satisfaction.
3. Vertical, upward development which has the
responsibility and authority of the larger field of specialty.
4. Relocation, displacement physically to another
organizational unit that can complement the growth opportunities and increase
the ability of employees to stay on the same job.
5. Exploration, crawl toward wider to career options within
and outside the organization unit.
6. Realigment,
downward movement which may reflect a shift in
priority of work to reduce the risk, responsibility and stress.
D. Assesment of Human Resources
Activity
measurements can be performed with monitoring and evaluation, self-evaluation,
or the internal audit activity. Monitoring and evaluation activities in a
program conducted to determine the effectiveness of the program and know the
program errors as early as possible. Self-evaluation or internal audit may be
conducted at program implementation and the achievement of targets. Measurement of performance is directed at six
aspects of work, job knowledge, initiative, mental dexterity, attitude and
discipline of time and attendance.
Performance
measurement includes two things:
1. Measurement
of the performance of activities which is to determine the level of achievement
of the target of each group indicator of the performance of activities.
2. Measurement
of achievement of targets that determine the level of achievement of each tiem indicators
and performance targets.
